Rushikonda Beach is located in Visakhapatnam on the coast of Bay of Bengal in the Indian state of Andhra Pradesh. The beach is maintained by the state tourism board, APTDC.[1]

The Rushikonda project in Andhra Pradesh in 2022 was marked by several controversies and violations.[The New Indian Express 1][Eenadu 1] Initially, the Andhra Pradesh Tourism Development Corporation (APTDC) informed the AP High Court that the project covered a mere 9.88 acres. However, this assertion was contradicted by Google Earth imagery, raising questions about its accuracy. The Greater Visakhapatnam Municipal Corporation (GVMC) allowed APTDC to proceed with the project, even though it appeared to violate building regulations, leading to public protests by civil society.
Given the environmental concerns surrounding the project, the Ministry of Environment, Forest and Climate Change (MoEFCC) was tasked with presenting a precise report to the High Court. It was revealed that the project fell within the Coastal Regulation Zone (CRZ) limits and was situated on a hill where construction was prohibited according to the master plan. Despite objections from ecologists, the MoEFCC granted approval for the project, contingent on APTDC's promise of limited construction.
However, APTDC exceeded the agreed-upon construction limits, resulting in ecological damage and the improper disposal of waste on Rushikonda Beach. Furthermore, criticism was directed at APTDC for extracting groundwater in a restricted area. Calls were made for the MoEFCC to take action and assess compliance with CRZ conditions, in light of these infractions.
CM Jagan's apparent violation of CRZ rules has resulted in significant breaches along the coast in Rishikonda. There's a concern that unauthorized constructions are being allowed as if they're exceptions to the regulations.[Eenadu 2][Eenadu 3]
