The Assam Public Service Commission (APSC)[3] is a state recruitment agency for recruitment of Group 'A' officers and Group 'B' officers for the Government of Assam and all state government establishments under Government of Assam which also includes state public sector undertakings and state autonomous bodies. It is headquartered at Jawahar Nagar, Khanapara in Guwahati and functions through its own secretariat. It was established on 1 April 1937. The primary mandate of the Assam Public Service Commission is to conduct competitive examinations, interviews, and assessments to select deserving candidates for various civil services positions within the state. These positions range from administrative and police services to finance, education, and other key sectors, each contributing to the governance and development of Assam. As of February 2021, Shri Bharat Bhushan Dev Choudhury is its current Chairman.


History

Assam Public Service Commission came into existence on April 1st, 1937[4] as per the provision of the Government of Assam. Indian Act 1935 The first Commission Chairman was Mr. James Hazlett, a retired ICS officer from London, until a new regulation was introduced in 1951. Mr. James Hazlett was succeeded by five more retired ICS officers at different times. After India became a Republic, new rules of the Commission were made by the Governor of the Government of Assam in exercise of the powers conferred by Article 318 of the Constitution of India and they came into force from 1 September 1951. The Assam Public Service Commission in the same year regulated the extent of functions to ensure the exercise of powers conferred by the provision of Clause II of Article 320 of the Constitution.

Shri Kameshwar Das, a distinguished educationist from the State of Assam, was the first unofficial Chairman of the Commission after the promulgation of the APSC Regulations 1951. He held the post of Chairman till July 1952.


Functions of APSC

According to Article 320 of the Constitution of India, the Assam Public Service Commission is free to make orders under certain rules and regulations addressed by the Governor of the State for the discharge of its duties and functions.

  • To select candidates for direct Recruitment[5] in various services of the State Government.
  • To advise the Govt. on all disciplinary matters affecting the person serving under the Government within the purview of the Commission.
  • To advise the Government on all matters relating to framing of Recruitment Rules/Draft Service Rules of different departments of the Government.
  • To advise the Government regarding the method of recruitment to the civil services.
  • To advise the Government on matters relating to security and salary determination in respect of Government employees.
  • Conducting interviews/screening tests/written examinations for government services.
